Job Description

Located in the Department of Senior Programs and Services – Mount Vernon: Under general supervision of the Deputy Commissioner of Senior Programs and Services, incumbents of this class oversee and perform a wide variety of programmatic services to support senior residents living in Westchester County. Responsibilities are generally carried out in one of three divisions: Fiscal, Budgeting, Contract Management and Compliance; Livable Communities and Research, or Social Casework, Client Information and Referral; however, incumbents are expected to perform programmatic and administrative oversight functions over several areas/programs, as needed. Depending on assignment, work includes developing programs for seniors to age in place, overseeing social casework services to ensure appropriate case management, providing and/or disseminating public information and referral on a myriad of vital information, overseeing Livable Community programming, and managing new initiatives as needed. Wide latitude is given for exercising independent judgment and in representing the department. This class differs from the Program Coordinator level by the number and breadth of programs overseen and administered, as well as in the reporting relationship to departmental leadership. Supervision is exercised over professional and administrative support staff. Does related work as required.

EMPLOYEES HIRED UNDER THE HELP PROGRAM WILL BE APPOINTED ON A PERMANENT BASIS. THE HIRING FOR EMERGENCY LIMITED PLACEMENT (HELP) PROGRAM TEMPORARILY REMOVES THE CIVIL SERVICE EXAM REQUIREMENT FOR THIS TITLE. *

Required

A Bachelor's Degree and either: 

(a) six years of experience managing vendor contracts in a human or services or social services agency, three years of which must have included administering contracts for services to the elderly, and two years of which must have been in a supervisory capacity; or

(b) six years of providing direct social or human services to the elderly, three years of which must have included administering contracts for services to the elderly, and two years of which must have been in a supervisory capacity.

Substitutions

Satisfactory completion of 30 credits towards a Master’s degree may be substituted on a year for year basis of the above stated general experience. There is no substitution for the specialized or supervisory experience.

Notes

  1. The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek.
  2. Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.

Special Notes

Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
