Job Description

Located in the Department of Social Services – Various Locations: Under the general direction of a higher-level manager or director, incumbents generally manage a significant component of a District Office providing child welfare services. Responsibilities include those assigned to Child Welfare Manager I’s, and in addition, incumbents interpret policies, regulations and directives; develop and implement procedures in accordance with Federal, state and local mandates; develop performance measures and procedures for the collection and analysis of performance data; work within less clearly defined regulations and directives; have greater flexibility in decision making; and are expected to exercise a high degree of initiative in carrying out program and management objectives. Incumbents are responsible for more complex programs and provide direct supervision over a number of managers and/or supervisors and indirect supervision is exercised over a significant number of subordinates. Does related work as required.

*THE DEPARTMENT OF CIVIL SERVICE HAS DEVELOPED A HIRING PROGRAM THAT STREAMLINES THE APPOINTMENT PROCESS TO ALLOW AGENCIES TO HIRE DIVERSE, QUALIFIED PERMANENT EMPLOYEES QUICKLY AND WITHOUT EXAMINATIONS. EMPLOYEES HIRED UNDER THE HELP PROGRAM WILL BE APPOINTED ON A PERMANENT BASIS. THE HIRING FOR EMERGENCY LIMITED PLACEMENT (HELP) PROGRAM TEMPORARILY REMOVES THE CIVIL SERVICE EXAM REQUIREMENT FOR THIS TITLE.

Required

A Bachelor's Degree and six years of experience where the primary responsibility of the position was child welfare social casework in a public social service agency and/or a public social services contract agency, two years of which must have been at a management or administrative level.

Substitutions

A Master's Degree in Social Work may be substituted for two years of the above stated general child welfare social casework experience. A Master’s Degree in a Management or Administration field or in one of the Social Sciences may be substituted for the above experience at the rate of 30 credit hours per year for up to two years. There is no substitution for the two years of specialized experience.

Notes

  1. Experience in determining eligibility for temporary or financial assistance, employment or housing programs, or related functions, is not considered social casework experience.

  2. The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek.

  3. Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.

Special Notes

Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
